The group2 and group3 VMs didn't come up, they are using a different image from the group 1 instances, that might be why?

When I created LB, 2 of 3 backend MIG keep showing "unhealthy" even though I keep waiting 15 mins. But I could access each group. So I believe that there's something wrong for health-check or something on the tf file.
