the steps are out dated and the console isn't the same especially the Cloud Router page - you can't configure from there

Could not proceed at "Step 4: Create the first VPN" because there are no "VPN Gateway" or "VPN tunnels" columns in the table displaying the Cloud Routers as indicated in the instructions. Thus there is no [Configure] link to click.
