is the command in lab step is made error on purpose? because in the lab step the cluster is in us-east4-c but the vm instance is in us-central1-a. well its still done in the end

The zone is wrong FYI, there is an org policy (or something similar) denying the project from creating in the designated region. To get around it, check where the instance was raised for you, and you can launch the cluster in that same region.
