The step to Allow Customer-supplied encryption keys was missing in the bucket creation step which wasted my time. In addition, some commands are not updated like using gcloud storage instead of gsutil. These needs to be updated.

To progress past the third task, a small setting must be tweaked if you run across this error: "PreconditionException: 412 Requested encryption type for object is not compliant with the bucket's encryption enforcement configuration." Head for the buckets page and click on your bucket's name. Then click on edit encryption. At the bottom of the screen you will find the option "Customer-supplied encryption keys". Toggle this option to "allowed" and save it. This will lift the restriction to upload files in bucket using Customer-supplied encryption keys.
