The Tunnel Status shows "No incoming packets from peer" and it's not clear how to fix it

The vpn-1-static-ip wasn't available in dropdown menu. I could create a new tunnel with a new reserved static ip but that wouldn't initiate any handhshake. The instances showed reserved static ip but in reality they weren't reserved. I'll try this lab again This was my second attempt and I was able to perform this faster than first one. The trick was to not use reserve button for the vm but use the top button in the UI. The instructions should've been more clear
