this lab needs update. the external IP can only be reserved when creating the VPN gateway not before. so the "remote IP" of the peering gateway is unknown until you start the 2nd gateway creation process. so the vpn-1 and vpn-2 need to be created in parallel... and also, VM instances do NOT need to be stopped before removing external IP...

After removing the external IP for vm-1 i could still do ssh from GCP console but the assignment said it was not going to work.
