i cant still ping internal ip address for both vm 1 and 2,after i create vpn tunnel for vpn-1 and vpn - 2 , i confident follow the instruction correctly

under VPC network, you have the point "Firewall", not "Firewall rules"

In task 3, "Remove the external IP addresses" section, step 12. - "You won't be able to SSH to server-1 from the Cloud Console" => But I still CAN ssh into server-1 from the console.
