Stackdriver didn't really work, my instance didn't show up at first, and when it did the uptime check never ran even after 10 minutes of the vm being stopped

Tried several times, but after installing agents my instance does not show in resources and is not available in uptime instance dropdown list. Tried to make uptime check by url using external IP but it never fires, just stays grey "Uptime check never fired" or something similar. "Test" button shows uptime ok, 7 ms.
