There actually wasn't enough time to observe the alert recover. The uptime check didn't start for ~30 minutes, it didn't send an alert until ~20 minutes after the VM was shutdown and took another ~20 minutes for the checks to start succeeding again. Maybe another 10 minutes and I would have seen the alert recover?

after 10 minutes, still didn't get email notification for lamp server stopped. Monitoring didn't show anything for acknowledgement.
