event from cloud storage does not have bucket in it at higher level you need to pull bucket name from event.resource.labels.bucket_name and file name is not within the event you have to get from event.protoPayload.resourceName and then split it on "/" and at(-1) to get file then the script will work but the test to pass fails Cloud Run Function not setup.
