Had two issues: 1. The pods did not have permission to download the docker images from the registry. As a workaround I made them public. 2. The frontend container failed to start since the service account did not have access to the required storage bucket: google.api_core.exceptions.Forbidden: 403 GET https://storage.googleapis.com/storage/v1/b/qwiklabs-gcp-01-1bbeacc2bf8e-media?projection=noAcl: 592808708597-compute@developer.gserviceaccount.com does not have storage.buckets.get access to the Google Cloud Storage bucket.
